The rule is simple and worth memorising. If the camera is running, that light should be on. If you ever see it glowing when you are not on a call, that is your cue to check which app decided to wake it up.
It works the other way too. Nervous your camera is spying during a private moment? The light gives you a quick, physical reassurance that hardware, not just software, has to obey. No light usually means no live feed.
